13. The Tar Monster

First appearing in the Scooby-Doo, Where Are You! episode, “The Tar Monster,” the titular villain is exactly what you’d expect: a monster made of simulated tar. However, like most of the monsters in the Scooby-Doo universe, the Tar Monster was really just a man—Mr. Stoner scaring people in a wet suit.
