Significant Developments in Major Investigations by the Ministry of Public Security

Ministry of Public Security updates on major ongoing investigations

This briefing is part of the Ministry of Public Security’s assessment for the third quarter of 2024.

Major General Thanh announced that C03 has approached the Chairman of the Can Tho City People’s Committee, seeking documents related to various land-use projects in the region.

The intent is to review the projects to avert possible violations, though no official criminal inquiries have commenced at this moment.

Ongoing investigations are in place for the Phuc Son, Thuan An, and Saigon Dai Ninh cases, which were initiated earlier this year. These significant cases are being closely overseen by the Central Steering Committee on Anti-Corruption, with future disclosures about the offenses and charges expected.

In the Phuc Son case, a total of 26 individuals face charges for five serious offenses: breach of accounting regulations resulting in severe consequences, bribery, receipt of bribes, bidding violations leading to serious ramifications, and exploiting influence over authorities for personal gain.

Major General Thanh pointed out that this case spans various locations and involves multiple organizations such as Thang Long Real Estate Company and Phuc Son Group, alongside local governments from Quang Ngai, Vinh Phuc, Khanh Hoa, and Phu Tho provinces.

C03 is focused on gathering more evidence and extending the investigation to include additional individuals linked to the cases. The agency is collaborating with the Supreme People’s Procuracy to evaluate the evidence and pursue further legal actions, prioritizing asset recovery.

To date, the investigation has managed to reclaim over VND 300 billion, $2 million, more than 1,000 land title deeds, and around 500 taels of gold.

In the Thuan An case, eight individuals have been accused of charges ranging from serious bidding violations, bribery, to abuse of power for personal gain. This case affects several areas, including Bac Giang province, and C03 is committed to ensuring comprehensive investigations and resolutions.

The Saigon Dai Ninh case involves irregularities related to shifts in investment decisions and project modifications influenced by personnel within the Government Inspectorate, the Lam Dong provincial People’s Committee, and government officials.

Eight individuals in this case face charges stemming from bribery, receiving bribes, and abuse of power. The investigation continues, with C03 determined to enforce the law against all involved without exceptions.

Major General Thanh reiterated the organization’s commitment to thorough and transparent investigations, adhering to a “no forbidden zones” principle in the ongoing battle against corruption and economic misconduct.
