Government Push for Innovation and Digital Transformation
Recently, the government has laid out a plan aimed at enhancing advancements in science, technology, and digital transformation. This initiative is guided by Resolution 57/2024 from the Politburo and focuses on seven key areas for improvement, seeking to eliminate barriers and change perceptions to promote development.
The authorities emphasize that a shift in perspective and robust leadership are essential to energize the fields of science and technology.
All levels of government are tasked with creating rules that hold leaders accountable for fostering innovation and digital transformation within their agencies. During a visit to the Vietnam Academy of Science and Technology, Prime Minister Pham Minh Chinh highlighted the importance of using scientific innovations, such as circular economy models, to tackle pressing challenges.
To promote growth, the government insists on necessary institutional reforms that will turn regulations into advantages. The action plan comprises:
- Updating the Law on Science and Technology (2013) and related legislation to ensure a supportive legal environment.
- Simplifying bureaucratic processes while boosting decentralization and government oversight.
- Creating unique mechanisms for facilitating public and private investments in research, tech products, and digital services to speed up national digital transformation.
- Implementing policy reforms that draw in investment, including tax benefits for developing digital products and assistance for setting up research labs and centers.
By 2030, the government plans to launch at least five major projects focused on semiconductors, artificial intelligence, smart factories, smart cities, and various digital technologies, while also nurturing sectors like the Internet of Things (IoT) and creating specialized industrial zones for IoT.
A significant investment in human resources is a priority, including:
- Providing scholarships and tuition assistance for students pursuing STEM careers.
- Initiating programs for training in cybersecurity and advanced materials science.
- Expanding specialized schools in natural sciences and identifying STEM talent at an early stage.
The government aims to integrate science and technology within governance frameworks, including the establishment of smart management and operation centers designed to enhance administrative efficiency. Furthermore, there are plans to equip every citizen with digital identities and skills, forming the basis for a model of digital citizenship.
To foster innovation, the government intends to lure leading global technology companies to set up their headquarters, research facilities, and production sites in Vietnam. Incentives will focus on industries that the country prioritizes, necessitating investments in local supply chains and R&D facilities.
Vietnam also looks to enhance international partnerships in science, technology, and digital transformation through initiatives such as:
- Forming multilateral and bilateral collaborations with countries and organizations that excel in technology and innovation.
- Actively engaging in international standard-setting groups and promoting Vietnamese experts into leadership roles within these bodies.
