Deputy Prime Minister and Foreign Minister Bui Thanh Son highlighted that the visit marked the beginning of a fresh chapter in bilateral relations while reaffirming Vietnam’s dedication to its long-standing friendships.
“This journey conveyed a sincere message from the Vietnamese Party, State, and citizens to nations that have supported our historical struggles and our current developmental projects,” he mentioned.
General Secretary To Lam and his delegation received warm, gracious welcomes from leaders and citizens in all four nations, with many diplomatic protocols set aside in his honor.
During over 80 meetings across the four countries, the Vietnamese leader engaged with high-ranking government officials, political groups, businesses, and the Vietnamese diaspora.
“We take pride in the high esteem that leaders from all four nations showed for Vietnam’s vibrant development under the guidance of the Communist Party,” shared Deputy PM Bui Thanh Son. “They commended our daring reforms and Vietnam’s rise into a new phase of progress.”
Throughout the tour, Vietnam elevated its relationships with Kazakhstan, Azerbaijan, and Belarus to strategic partnerships, increasing the total to 37 worldwide.
The visit also strengthened Vietnam’s comprehensive strategic collaboration with Russia.
These advancements create opportunities for new avenues of cooperation beyond conventional frameworks, aligning with the rapidly shifting global context.


General Secretary To Lam, along with his counterparts – President Tokayev (Kazakhstan), President Aliyev (Azerbaijan), President Putin (Russia), and President Lukashenko (Belarus) – reiterated the historical solidarity shared among their nations.
Each side emphasized the importance of nurturing this lasting friendship, established through shared trials and remaining relevant amid today’s intricate geopolitical landscape.
Noteworthy moments included General Secretary To Lam receiving the Order of Friendship of Peoples from Belarus and being honored with an honorary professorship from Russia’s Presidential Academy of National Economy and Public Administration.
In Azerbaijan, he and his delegation unveiled a memorial room dedicated to President Ho Chi Minh at the National University of Oil and Industry in Baku.
In Moscow, To Lam and his spouse participated in the Victory Day parade at Red Square alongside President Putin, reflecting the robust Vietnam-Russia bond.

The visit yielded around 60 agreements covering diplomacy, defense, energy, science, education, aviation, and digital transformation. Specifically, intergovernmental committees were reaffirmed as essential platforms to implement these agreements and enhance bilateral trade.
In the sectors of energy and mining, the leaders concurred on enhancing cooperation in exploration and service provisions, along with clean and renewable energy. Collaboration also extended to agriculture, transportation, high-tech fields, logistics, culture, tourism, and labor.
Vietnam and the four nations expressed a shared dedication to maintaining peace, stability, and resolving disputes through peaceful means and adherence to international law.
Deputy PM Bui Thanh Son remarked that the successful outcomes of this diplomatic mission have attracted regional and global attention, boosting Vietnam’s standing on the world stage. He highlighted that the visit established a strong foundation and created significant momentum for advancing Vietnam’s traditional alliances and strategic partnerships to new heights.
