Vietnam-France Relations: Trust, Respect, and Historic Bonds

President Macron: Vietnam-France ties rooted in trust, respect, and history

General Secretary To Lam highlighted that France is recognized as Vietnam’s primary comprehensive strategic ally within the European Union. Vietnam greatly values and seeks to enhance its multifaceted partnership with France, while also supporting France’s prominent role both regionally and globally.

Both leaders expressed their contentment regarding the substantial advancements made in bilateral relations, especially in areas such as economic cooperation, trade, high-level exchanges, and shared support in international and regional platforms.

President Emmanuel Macron conveyed his happiness about visiting Vietnam for the first time, recognizing the country as a key partner in France’s Indo-Pacific strategy. He emphasized the unique aspects of the Vietnam-France relationship, which has transitioned through different historical phases and is currently grounded in trust and mutual respect.

The Vietnam-France strategic partnership is particularly noteworthy in today’s complex and rapidly evolving global context.

Both nations reiterated their dedication to enhancing collaboration in political diplomacy, security and national defense (including cybersecurity), economic investment, maritime economy, development partnerships, and cultural exchanges.

Additionally, they agreed to fortify efforts in energy transition, with France aiming to support Vietnam via the Just Energy Transition Partnership (JETP). The cooperation will also include segments such as nuclear energy, training of human resources, and the peaceful use of atomic energy, especially in the healthcare sector.

Both countries aspire to undertake pivotal joint projects that signify their alliance in this new chapter of Vietnam’s development and modernization.

General Secretary To Lam encouraged France to partner with Vietnam to establish science and technology as a new cornerstone of their collaboration. France can support Vietnam in critical sectors like aerospace, biotechnology, digital technology, semiconductors, quantum technology, the digital economy, and the development of a skilled workforce.

They agreed to enhance cooperation in areas where France excels and where Vietnam has immediate needs, including strategic infrastructure, urban transportation, and railway systems, reflecting Vietnam’s developmental ambitions for a prosperous future.

President Macron reiterated France’s strong desire to deepen collaboration with Vietnam across all sectors, reflecting the significance of their bilateral ties.

He commended Vietnam’s international pledges towards sustainable development, environmental conservation, reduction of emissions, and adaptation to climate change.

General Secretary To Lam acknowledged the deep-rooted cultural and historical ties between the two nations, illustrating the lasting French influences in Vietnamese society, such as in architecture, cuisine, and contemporary art.

Building on these existing foundations, both leaders agreed to collaborate in safeguarding and promoting cultural values through sharing knowledge in heritage preservation, museum management, film arts, and training for artists and performers.

To strengthen this enduring partnership, both parties committed to enhancing cooperation in healthcare, particularly in vaccine research, early detection of serious diseases, and integrating science and technology into medical care.

General Secretary To Lam and President Macron also exchanged insights on crucial global issues, finding common ground on the importance of peaceful dialogue for conflict resolution.

They pledged to uphold multilateralism and contribute to shaping a fair and democratic international order based on international law, with the United Nations at its core.

During his meeting with President Macron, National Assembly Chairman Tran Thanh Man remarked on the significant progress in economic, trade, and investment relations between Vietnam and France, which form a vital part of the bilateral partnership.

President Macron praised the contributions of Vietnam’s National Assembly in nurturing friendship and multifaceted cooperation with France, urging for a deeper partnership between the two legislative bodies, especially in expediting the ratification of bilateral agreements.

Both sides emphasized the robust relationship between the Vietnamese National Assembly and the French Parliament, which has favorably influenced the strengthening of the Vietnam-France comprehensive strategic partnership.

They affirmed their commitment to continue high-level delegations, particularly between their parliaments and Vietnam-France parliamentary friendship groups, while also enhancing collaboration within forums like the Asia-Pacific Parliamentary Forum (APPF) and the Francophone Parliamentary Assembly.

Chairman Tran Thanh Man expressed gratitude for the productive legislative discussions in 2024, especially the talks with French lawmakers about institutional reforms, green transitions, and the digital economy.

President Macron also recognized the Vietnamese diaspora in France for its valuable contributions to both French society and the bilateral relations, pointing out the presence of Vietnamese-origin members in the French parliament.

He formally invited Chairman Tran Thanh Man to participate in the Francophone Parliamentary Assembly (APF), set to take place in France this July.
