During a session on July 23, the National Assembly Standing Committee voted in favor of a resolution concerning the restructuring of administrative units at the district and commune levels for the period 2023-2025 in Nam Dinh, Soc Trang, and Tuyen Quang provinces.
The government’s report presented by Minister of Home Affairs Pham Thi Thanh Tra outlined the administrative changes in Nam Dinh. The province is merging My Loc District with Nam Dinh City. At the commune level, 77 out of 226 units are undergoing reorganization.
Nam Dinh plans to create two new wards, Nam Phong and Nam Van, by combining existing communes. This change will decrease the number of administrative units from 226 to 175 (146 communes, 14 wards, and 15 townships), resulting in a reduction of 51 units.
After the merger of My Loc District, Nam Dinh will have 9 districts instead of 10, comprising 8 districts and 1 city.
Minister Pham Thi Thanh Tra mentioned that Nam Dinh will have 56 excess officials after the reorganization at the district level. At the commune level, 1,060 positions will become redundant. Nam Dinh has devised a plan to handle these surplus positions by September 2029 and address 39 extra office buildings in the next three years.
In Tuyen Quang, administrative adjustments include merging Hong Lac Commune with Van Son Commune to form a new commune, Hong Son, under Son Duong District, reducing the number of communes while keeping the districts at seven.
Post-reorganization, Tuyen Quang will have 24 excess officials, with a resolution plan for 2024 and 2025. The redundant health station in Hong Lac Commune will be managed according to regulations.
In Soc Trang, despite Cu Lao Dung District being in line for reorganization, the peculiarities have led to a request to postpone its restructuring. Soc Trang is consolidating Ward 1 with Ward 9 to create a new Ward 1 in Soc Trang City, reducing the number of wards. The province will have 108 administrative units, resulting in 18 excess officials and four redundant office buildings to be resolved as per regulations.
During the review, Hoang Thanh Tung, Chairman of the Law Committee, expressed support for the proposed administrative adjustments and emphasized the proper arrangement and review of public service units in the reorganized areas.
Tung stressed the importance of understanding public sentiment and efficiently managing changes in official documents to safeguard the rights and interests of citizens and businesses.
National Assembly Chairman Tran Thanh Man highlighted the necessity to assess public feedback carefully, particularly regarding vacant offices, stressing comprehensive surveys of communes and districts to ensure stability and proper planning for upcoming events.
Vice Chairman of the National Assembly Nguyen Khac Dinh commended the government and relevant bodies for their meticulous preparation of documents and urged swift action in submitting proposals for further processing.
