The Hanoi People’s Committee Office has proposed a new plan to establish the Hanoi City Public Administrative Service Center aiming to streamline public services citywide. This initiative aims to address the challenges encountered in processing administrative procedures under the current ‘one-stop shop’ scheme.
Currently, there are 677 units across various agencies, entities, and localities in the city receiving proposals for administrative procedures. This decentralized setup poses difficulties for individuals and businesses, necessitating multiple trips between different locations to complete administrative tasks.
Due to the fragmented nature of these units operating within agencies, supervision of procedure handling activities is weak, resulting in limited transparency and public awareness.
At one-stop-shops, officers are responsible for multiple tasks concurrently, impacting their proficiency in guiding individuals, assisting with processes, digitizing documents, and addressing queries, leading to lowered efficiency.
With the establishment of the public service center, administrative procedures will be streamlined, reducing red tape and enhancing transparency. Centralizing all necessary procedures in one location will save time and expenses for individuals and businesses.
Furthermore, leveraging information technology in administrative processes will boost productivity and ensure swift and transparent processing of documents, enhancing public and business confidence and satisfaction.
As part of the public administrative center’s implementation, it will be overseen by the Hanoi People’s Committee and situated at No. 102 Hai Ba Trung street in Cua Nam Ward, Hoan Kiem district. The center is expected to commence operations in October 2024.
The establishment of the center will lead to downsizing the personnel of ‘one-stop-shop’ units, decreasing from 673 units to 30 branches. Notably, the number of civil servants and public employees attending to proposals and queries will be reduced from 2,768 to 184.
The Hanoi People’s Committee Office projects annual savings of VND 231 billion by operating the center, currently allocated for infrastructure, facility maintenance, and personnel salaries at one-stop-shop units. These funds could then be redirected towards essential projects or technology advancements to support digitalization and automation.
