The recent directive is a response to reports indicating that several foreigners have been leasing and residing long-term in social housing developments meant for workers and low-income residents in Bac Giang and Bac Ninh.
Referring to Article 75, clause 15 of Decree No. 100 of 2024, which outlines provisions of the Housing Law relevant to social housing management, the Ministry has instructed the provincial authorities of Bac Giang and Bac Ninh to ensure that all relevant agencies adhere to legal standards while investigating these matters. Local governments are expected to submit their findings by October 3.
Sources from VietNamNet indicate that the provincial People’s Committees of Bac Giang and Bac Ninh have also ordered appropriate local departments to investigate the presence of foreigners living in social housing.
Phan The Tuan, Deputy Chairman of the Bac Giang Provincial People’s Committee, has assigned the Department of Construction to collaborate with related agencies, the Viet Yen Town People’s Committee, and the Yen Dung District People’s Committee to review, inspect, and act upon any discovered violations.
The provincial leadership has asked for the results and actions taken to be reported to the chairman of the provincial People’s Committee and the media by October 5.
In addition, the Department of Construction, alongside the Departments of Planning and Investment, and Natural Resources and Environment, will inspect housing projects such as the Van Trung social housing area by Fugiang LLC and the Noi Hoang workers’ housing project developed by Fuji LLC and Vinaco Investment and Construction JSC. These inspections are intended to identify and remedy any issues related to land management, investments, construction practices, and operational usage, as well as to tackle any violations.
The solutions developed will delineate specific responsibilities to ensure project completion aligns with approved timelines. A report on the outcomes is to be submitted to the chairman of the provincial People’s Committee by October 10.
