“Digital Literacy Movement” offers online training platforms for all people

“My mother, who dedicated 30 years as a primary school educator, has started using ChatGPT to generate engaging data visuals and enhance her presentations,” remarked Nguyen Dang Son Lam, a data science specialist at VNPT AI, during a networking gathering for the 2025 Vietnam Talent Award launch.

Lam emphasized that education is an ongoing journey, and young individuals should embrace advancements in technology. By utilizing AI’s capability to efficiently aggregate information from the expansive internet, workers can enhance their productivity, which allows them to devote more time to their core skills and add greater value.

AI opens doors for high-skilled professionals. For example, financial analysts can shift from producing reports to concentrating on interpreting data and deriving valuable insights, while healthcare practitioners can rely on AI-generated evaluations to inform their clinical decisions and formulate treatment strategies.

However, Lam cautioned that seizing the opportunities AI presents comes with its own set of challenges. He pointed out that the top concern is an over-dependence on AI, which could undermine personal contribution and worth. During a recent teaching session, he observed that many individuals showcase outputs from AI applications like ChatGPT without grasping the foundational data or the reasoning behind it.

“Leveraging AI for inspiration is beneficial, but if you fail to comprehend the core of your work, your personal significance may diminish in this tech-driven era,” he stated.

He raised an important inquiry: Will you harness AI for improved efficiency and devote your reclaimed time to learning new skills, or will you use it solely for amusement, risking obsolescence?

Le Anh Van, the Director of the VNPT GenerativeAI Platform, emphasized the pressing need for top-tier AI professionals within companies. Key positions in demand include roles in natural language processing, audio and image processing, and data analytics. Notably, operational roles and DevOps positions are facing significant personnel shortages.

From a hiring standpoint, he underlined three critical competencies that students should cultivate while still in their academic careers: essential technical skills, including programming and algorithms; proactive problem-solving abilities; and a capacity for critical thinking, given that excessive reliance on AI poses risks for individuals and organizations alike.

Nguyen Long, Vice Chair and Secretary General of the Vietnam Informatics Association and Chair of the Vietnam Talent Award Judging Panel, mentioned that everyone is entitled to aspire to develop valuable innovations. Nonetheless, they must first refine their foundational skills and nurture their creative problem-solving abilities to address emerging challenges.

A robust base is crucial in every field; for IT, this encompasses mathematics, probability, calculus, logic, geometry, combinatorics, and especially data science.

To swiftly adapt to evolving technologies, curiosity and a readiness to experiment are essential. Additionally, having an enriching environment for skill development and practical experience is crucial.

The Ministry of Science and Technology (MOST) asserts that AI is fundamental to digital skills in this new era, thus emphasizing the integration of AI training into the digital knowledge and skill framework.

Under the guidance of General Secretary To Lam, leading the Central Steering Committee for Science, Technology, Innovation, and Digital Transformation, a nationwide initiative called the “Digital Literacy Movement” has been launched.

This program aims to equip citizens with the vital digital knowledge and skills necessary for everyday life, ensuring they can utilize and benefit from advancements in science, technology, and digital innovation.

To support this initiative, MOST has recently released the “Basic Digital Knowledge and Skill Framework (Version 1.0)” along with “Guidelines for Evaluating and Certifying Completion of Digital Skills.”

The framework encompasses digital literacy (covering digital transformation, technologies, and AI) and specifies 23 essential digital competencies grouped into six categories: device operation, data and information use, digital communication and collaboration, content creation, safety practices, and problem-solving.

To aid entities and organizations in executing the “Digital Literacy Movement,” MOST has established a foundational digital skills framework and evaluation guidelines for certifying skill acquisition aimed at four key demographics: citizens, students, public sector employees, and business personnel.

The initiative fosters a culture of lifelong learning, encouraging citizens to actively expand their digital competencies while nurturing a vibrant, innovative, and tech-savvy community, promoting fair and responsible involvement in the digital landscape.

According to MOST, the basic digital skills framework is crafted to address the practical requirements of work, education, and daily life, ensuring that all citizens can effectively engage with and utilize digital technologies.

As part of the “Digital Literacy Movement,” late April 2025 will see the approval of two open online learning platforms—MobiEdu by MobiFone and OneTouch by VTC—to offer complimentary training in basic digital and technological skills for citizens, public sector workers, employees, and students.
