National Assembly Wraps Q&A: Ministers Deliver Impactful Performance

National Assembly ends Q&A with strong ministerial performance

On June 20, the National Assembly wrapped up a 1.5-day Q&A session focused on two important areas: finance and education.

Chairman Tran Thanh Man expressed his appreciation for the chosen topics, highlighting their significant impact on macroeconomic stability, citizens’ lives, and the nation’s long-term growth.

“The discussions in the assembly were dynamic and productive, filled with a strong sense of duty. Questions were precise, with most representatives concentrating on specific issues and efficiently utilizing their speaking time,” he stated.

According to Chairman Man, numerous inquiries centered on institutional hurdles and real-world challenges, demonstrating the desire for the government and ministries to undertake more assertive reforms and actionable responses for sustainable and rapid national progress that aligns with the expectations of the populace.

The ministers displayed a proactive and accountable stance, showing a profound grasp of their respective domains and responding directly with clear commitments and plans of action.

Regarding the insights shared by Finance Minister Nguyen Van Thang, Chairman Man noted that the minister arrived well-prepared, thoroughly covered the topics, and provided direct answers to the questions posed.

He highlighted the necessity for the Ministry of Finance, in collaboration with the government and other relevant parties, to pay attention to the concerns raised by legislators, enhance fiscal discipline, and advance digital transformation to optimize budget management.

He also urged adequate budgetary support for key objectives identified in Party resolutions, which include advancements in science and technology, fostering private sector growth, tuition waivers, effective disbursement of public investments, and administrative modernization along with improved governance and evaluation frameworks for state enterprises.

Chairman Man recommended revisions to the Law Supporting Small and Medium Enterprises, encouragement for individual entrepreneurs to transition towards traditional business models, and clear directives for eliminating flat taxation practices.

He underscored the critical need to expedite investment procedures, especially for significant foreign direct investment projects, focusing on high-tech and value-added enterprises. He also advocated for regulatory improvements in industrial parks, economic zones, eco-industrial developments, and coastal economic zones, while promoting decentralization to enhance government efficiency.

On the education front, Chairman Man pointed out that Minister Nguyen Kim Son adequately addressed the concerns raised and openly acknowledged the challenges within the sector, while also committing to enhancing policies and applying suggested solutions.

He urged the government and the education ministry to earnestly consider legislators’ input and implement proposed reforms. This encompasses addressing institutional barriers, decentralizing responsibilities, planning for universities, and developing a skilled workforce in fundamental sciences and critical technologies.

On the subject of private tutoring, he called for clearer public guidelines and effective media communication. He stressed the need for increased investment in infrastructure that supports all-day schooling, the integration of technology, reforming evaluation methods, and enhancing the quality of in-school education.

Chairman Man further insisted on strict adherence to regulations that ensure safe learning environments and tackle issues related to school violence. He advocated creating a positive school culture and behavioral guidelines while eliminating harmful or inappropriate online content influencing students.

He also emphasized the importance of allocating adequate resources for nutritious school meals and implementing health and safety protocols, including safe swimming education and traffic safety awareness programs.

“Education is a multifaceted endeavor. Despite strong leadership from the Party and State, success relies on collaborative efforts among ministries, agencies, local authorities, and the proactive support of society and parents,” he remarked.

He confirmed that the National Assembly would continue to oversee and drive the implementation process to ensure that pledges yield tangible results and commitments lead to meaningful changes.

After 1.5 days of focused and responsible discussions, the National Assembly completed its Q&A agenda for the 9th session of the 15th legislature.

During the session, 97 representatives took the floor, and 17 engaged in rebuttals. Deputy Prime Minister Ho Duc Phoc, Health Minister Dao Hong Lan, State Bank Governor Nguyen Thi Hong, and Permanent Deputy Prime Minister Nguyen Hoa Binh also addressed and clarified points raised by lawmakers.

Key conclusions for each topic were established during the sessions. The National Assembly Standing Committee will assist relevant agencies in drafting a resolution for delegates to review and propose for approval at the closing of the session, serving as a foundation for execution and oversight.
