PM: Names of merged ministries must ensure continuity and reflect core duties

Prime Minister Leads Meeting on Political System Restructuring

During the first session of the Steering Committee for implementing Resolution 18 from the Central Committee’s Plenary Session, Prime Minister Pham Minh Chinh outlined key conclusions on November 30, 2024.

The Prime Minister praised the Ministry of Home Affairs for their swift and thorough preparations for the meeting. Participants were encouraged to provide meaningful and responsible feedback, which the Ministry was tasked with integrating into the implementation strategy.

He called for every ministry and agency to form their own steering committees, led by their respective heads, to manage organizational changes in line with the guidance from the Central and Government Steering Committees.

Communication plays a vital role in ensuring public understanding and agreement throughout the restructuring. Proposals should detail the reorganization plans for ministries and agencies, focusing on the management of state-owned enterprises and addressing personnel challenges tied to these changes.

The Ministry of Home Affairs is expected to finalize strategies for the Prime Minister and Deputy Prime Ministers to engage with various ministries on merging functions and structures, ensuring smooth operations throughout the process.

Specific restructuring tasks have been assigned to five Deputy Prime Ministers:

  • Nguyen Hoa Binh (Standing Deputy Prime Minister): Will oversee the unification of the Ministry of Planning and Investment with the Ministry of Finance.
  • Tran Hong Ha: In charge of merging the Ministry of Transport with the Ministry of Construction, and the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment.
  • Bui Thanh Son: Leading the integration of the Ministry of Information and Communications and the Ministry of Science and Technology into the new Ministry of Digital Transformation and Science and Technology.
  • Le Thanh Long: Responsible for the merger of the Ministry of Home Affairs with the Ministry of Labor, Invalids, and Social Affairs.
  • Ho Duc Phoc: Tasked with reorganizing the State Capital Management Committee at Enterprises, Vietnam Social Security, and the National Financial Supervisory Commission.

The Prime Minister instructed the Ministry of Home Affairs to collaborate with relevant bodies to re-evaluate and amend the legal frameworks regulating the roles and structures of ministries, ensuring a solid legal basis for uninterrupted operations during the restructuring.

Furthermore, the renamed or restructured ministries and agencies must accurately represent their legacy and clearly outline their main roles and responsibilities.

Deputy Prime Ministers have been directed to meticulously oversee their designated duties and present preliminary restructuring plans to the Government Steering Committee from December 9 to December 15, 2024.
