Progress in Data Digitization Across Localities
According to the latest report from the Ministry of Justice (MOJ), by the end of September 2024, 14 localities, including Soc Trang, Ha Tinh, and Tay Ninh, have successfully digitized civil status data, totaling 111.5 million records.
Additionally, 20 localities are in the process of transferring data into the electronic civil status database, while 19 other regions are working toward digitizing their civil status data, aiming for completion before January 1, 2025.
In terms of land data digitization, over 46 million land plots have been registered in 461 districts across the country. However, 38 localities have yet to complete the safety assessments related to the connection systems for criminal record issuance.
Furthermore, agencies have begun advising on strategies to streamline administrative processes in Binh Duong and Dong Nai provinces due to the advancement in land data digitization.
The Ministry of Information and Communications (MIC) highlighted in its October report that collaboration with the Ministry of Home Affairs has enabled the matching of over 1 million records of civil servants and public employees with the national population database across 36 ministries and 63 localities.
Despite these advancements, the taskforce identified several barriers contributing to the sluggish pace of data digitization. Many leaders within ministries and local authorities lack a strong understanding of digital transformation’s importance and show insufficient commitment to driving the process forward.
Moreover, responsibilities and tasks assigned to different agencies often lack clarity, and there is no effective mechanism to evaluate task execution. Leaders also exhibit hesitation in carrying out their responsibilities for fear of mistakes.
As a response, the taskforce has called on ministers, agency heads, and local committee chairs to implement immediate action plans to address these challenges.
For the 10 localities lagging in civil status data digitization, there is an urgent need for budget allocation and adequate technical infrastructure to facilitate the process. The 14 localities that have achieved digitization are encouraged to collaborate with the Ministry of Public Security and the Government Office to minimize paperwork in administrative procedures.
