Leading Vietnamese tech companies such as MobiFone, FPT, VNPT, and Viettel are ramping up their efforts to aid local governments in managing digital administrative frameworks consistent with the newly established two-tier governance model.
MobiFone takes the lead in provincial implementation
A representative from MobiFone announced that as of July 1, the telecom entity will officially activate its digital administrative information system in collaboration with Public Administration Service Centers in multiple provinces and cities nationwide. This initiative aligns with the two-tier governance framework, facilitating cooperation between provincial and district levels.
MobiFone has previously assisted in deploying similar systems in Hanoi and Thai Nguyen provinces. The system is designed to efficiently manage administrative tasks at provincial, municipal, and ministerial levels in accordance with the updated governance model.
This initiative emerges amidst a national drive for enhanced online public services, which aims to minimize face-to-face interactions, paperwork, human resource requirements, and unnecessary steps. MobiFone’s efforts are instrumental in ensuring the effective operation of the two-tier governmental system, in line with Resolution No. 57 by the Politburo, which prioritizes advancements in technology and digital transformation.
The system interconnects workflows across provincial and local tiers, fostering improved oversight, transparency, and administrative efficiency. By utilizing technology, local authorities are able to save resources, minimize duplication, and monitor developments in real time.
The extensive digital transition also improves the quality of public service offerings, underlining the significance of digital governance in catering to the needs of both citizens and businesses.

For the community and businesses, this new framework establishes a clear, user-friendly environment that decreases time, costs, and procedural complexities. Users can now submit documents online, monitor their statuses in real time, and obtain swift outcomes without in-person visits.
This marks a considerable advancement toward establishing a contemporary, productive, and citizen-focused government.
An FPT representative informed VietNamNet that ongoing national administrative reforms represent a broader vision to “transform the country,” reshaping governance structures and state mechanisms to create a contemporary, efficient public administration.
FPT has served as a strategic partner in Quang Ninh Province, a frontrunner in administrative advancements. Since 2013, the company has cooperated with the province’s Public Administration Service Center to create a new model influenced by the Government Office and inspired by Singapore’s modern governance practices.
As of July 1, nearly 80 technicians from FPT have been deployed across 54 administrative units within Quang Ninh.
Collaboratively, they developed three essential systems: a digital platform with an integrated e-ID wallet for digitizing and submitting public service applications across multiple channels; an online reception and queuing system for centralized service delivery tracking and staff productivity monitoring; and a state-of-the-art administrative information system that facilitates document processing between provinces and agencies, offering real-time updates and results directly to users’ e-ID wallets. This platform is also adaptable for broader digital economic and social transactions.
Nguyen Van Khoa, CEO of FPT, remarked, “Today represents a significant turning point in the reform of our public administration and institutions. Our commitment to leveraging technology and digital transformation aligns with our mission to collaborate with the Party, State, and Government in enhancing national governance and public service efficiency.”

For civil servants, it minimizes manual tasks, enhances productivity, and facilitates better coordination and oversight through real-time information.
For provincial officials, it provides an advanced management tool to oversee administrative functions comprehensively, enabling quick and precise decision-making. It also opens avenues for innovative governance practices that promote sustainable development and thorough digital transformation.
VNPT reported that they stationed at least two engineers in each commune and ward to assist local officials during the service transition, especially as provincial portals temporarily closed to synchronize with the National Public Service Portal.
This support enabled provinces like Ho Chi Minh City, Ninh Binh, Son La, and Dien Bien to meet transition deadlines early, guaranteeing a seamless shift with no disruptions or backlogs as the new administrative boundaries came into effect on June 30.
Viettel announced that within just five days, approximately 5,000 staff members were dispatched to aid local commune and ward administrations in adopting digital systems and ensuring full connectivity prior to the launch of the two-tier government model.
