In a conference held on July 30 in Hanoi, Prime Minister Pham Minh Chinh highlighted the need for the National Assembly and the Government to take proactive measures in overcoming obstacles hindering development.
The conference, attended by officials from the Government and the National Assembly, focused on implementing laws and resolutions introduced by the 15th National Assembly. It was chaired by Prime Minister Pham Minh Chinh and connected virtually with locations across the country.
Prime Minister Chinh emphasized the importance of building and refining institutions as a strategic focus, highlighting that investing in institutional development is crucial for growth and overcoming obstacles in areas like infrastructure and investment.
During the current government term, numerous legislative proposals and laws have been reviewed and approved, focusing on key areas such as land, real estate, housing, credit institutions, and more.
The government has demonstrated strong determination in implementing comprehensive solutions through practical innovations in law-making to address challenges in areas such as land use, infrastructure development, and investment promotion.
While drafting laws is a challenging task, effective implementation of these laws in practice poses an even greater challenge, particularly in adapting to new growth drivers like digital transformation and the green economy.
The conference aimed to enhance the understanding of newly introduced laws and resolutions, review implementation progress, and identify challenges that need to be addressed for better enforcement.
Prime Minister Chinh stressed the importance of learning from past experiences to improve the quality of legal document drafting and implementation, in line with regulations aimed at curbing corruption in law-making processes.
Delegates were urged to focus on the seamless transition from law-making to enforcement, ensuring laws are implemented fairly, consistently, and effectively to drive socio-economic development and prevent corruption.
The conference concluded with a call to propose practical solutions to enhance coordination among agencies, address existing challenges, and ensure the effective implementation of laws and resolutions for the betterment of the country.
