A meeting led by Deputy Prime Minister Tran Hong Ha, engaging various government ministries and local authorities, has revealed that the progress on Vietnam’s power plan update has hit a roadblock.
The Ministry of Industry and Trade has evaluated numerous power projects put forth by different regions. The proposed draft decision for updating the Power Development Plan, spanning from 2021-2030 and beyond to 2050, encompasses several projects including wind power, small hydropower, biomass power, and waste-to-energy. However, 154 solar projects are currently under scrutiny due to concerns around land use, investment procedures, and planning approvals.
Originally approved by the Ministry of Industry and Trade and recommended for the Prime Minister’s approval, these solar projects are now on hold as they lack essential legal and regulatory groundwork.
Deputy Inspector General Le Sy Bay stressed the importance of collaboration between local authorities and relevant ministries to address the highlighted issues. Provincial leaders provided updates on their efforts to rectify these challenges and ensure project compliance with regulations.
Minister of Industry and Trade Nguyen Hong Dien mentioned that many solar power projects proposed by local governments are excluded from the plan due to ongoing investigations. Their potential inclusion will be reconsidered post-investigation and any necessary corrective measures.
In concluding remarks, Deputy Prime Minister Tran Hong Ha stressed that only projects free from violations or those that have resolved their issues satisfactorily will be considered for inclusion in the Power Development Plan. He urged prompt resolution of identified problems, emphasizing the need for local authorities to report back swiftly once corrections are made.
Enhanced collaboration is mandated among local authorities, businesses, the Ministry of Industry and Trade, and investigative bodies to expedite the resolution process for the 154 solar projects under scrutiny. This collective effort aims to support Vietnam in achieving its power development targets without further hindrances.
