Recognizing the shortcomings of current standards after eight years of implementation, the Ministry aims to address new issues to improve quality control, safety, and environmental responsibility. The proposed draft aims to encompass fully electric vehicles, hybrids, and hydrogen-powered vehicles.
Highlighting the increasing air pollution, particularly dust pollution, the Ministry of Natural Resources and Environment underscores the importance of national technical standards on vehicle emissions. Collaborative efforts with other ministries and associations are underway to develop and enforce these standards.
Dr. Nguyen Trung Nhan, a representative from the Industrial University of Ho Chi Minh City, underlines the necessity of technical standards to ensure safe operation, maintenance, and charging of electric vehicles. However, he notes a potential challenge for households in meeting the requirement for grounding charging equipment, as most home electrical systems lack dedicated grounding.
The delay in setting emission standards for vehicles could pose a disadvantage to consumers and impede the growth of the domestic automobile industry. Industry experts recommend referencing established standards from Europe and the US to streamline the process.
The absence of national standards may expose the domestic auto industry and consumers to risks, potentially allowing inferior products to flood the market at reduced prices. While the Vietnam Automobile Manufacturers Association (VAMA) has provided feedback on necessary standards, a comprehensive framework is yet to be put in place.
