Strengthening Vietnam’s Innovation and Competitiveness
The Ministry of Science and Technology has launched crucial initiatives aimed at enhancing national innovation and increasing global competitiveness.
The Minister of Science and Technology has introduced an Action Program to put into practice Resolutions 01 and 02, which focus on socio-economic growth and improving the business environment and competitiveness by 2025. This program outlines seven major tasks and strategies.
The ministry emphasizes the importance of institutional reform as a vital breakthrough, committing to update and enhance the legal framework related to science, technology, and innovation. This involves reducing bureaucratic obstacles and streamlining administrative processes.
As part of this initiative, the ministry plans to revise the legal system and establish pilot mechanisms aimed at fostering science and technology innovation. Additionally, reforms will be implemented in public research institutions to create a more dynamic and effective science and technology market.
New policies will be introduced to support market-oriented mechanisms while considering the distinctive aspects of creative labor. These policies will tackle the challenges and delays often associated with scientific inquiry and innovation, while continuing to simplify administrative operations.

The ministry is dedicated to upholding financial integrity and transparency in investments related to science and technology. Funds will be allocated for the development of research centers, key national laboratories, and testing facilities focused on strategic technological advancement.
A comprehensive national database concerning science, technology, and innovation is also set to be developed, along with improved information and statistical infrastructures.
Vietnam is placing increased emphasis on scientific research, technology development, and innovation within sustainable sectors. The focus will be on promoting clean energy solutions, digital transformation, and green technologies.
Particularly, the ministry is prioritizing research and development in semiconductors and artificial intelligence, recognizing these areas as essential for industrial advancement and competitiveness on a global scale.
Vietnam aims to enhance its business environment and boost its competitiveness, with a specific goal of ranking among the top four ASEAN countries in the Global Innovation Index (GII) by 2025.
A significant aspect of the ministry’s strategy involves improving scientific research and the application of technology to bolster national defense, sovereignty, and public safety.
These efforts seek to ensure territorial integrity and political stability while advancing technological independence.
To support its objectives, the ministry intends to increase public outreach regarding government science and technology policies, achievements, and innovation efforts, promoting these initiatives across mass media, digital platforms, and social networks.
