Meeting Between PM Pham Minh Chinh and President Putin at BRICS Summit

On October 24, Prime Minister Pham Minh Chinh met with President Vladimir Putin during the BRICS Expanded Summit held in Kazan, Russia.

President Putin welcomed Prime Minister Chinh and thanked him for his attendance, also sending his regards to General Secretary To Lam and other leaders in Vietnam. He congratulated President Luong Cuong on his recent election.

The Prime Minister praised President Putin for successfully hosting the BRICS Summit and highlighted his initiatives aimed at creating a ‘better world.’

President Putin expressed appreciation for Vietnam’s dedication and actions towards fulfilling agreements made between the two countries and addressing challenges in their bilateral relations.

Prime Minister Chinh reaffirmed Vietnam’s commitment to its Comprehensive Strategic Partnership with Russia, noting the nation’s gratitude for Russia’s valuable support and expressing a desire to strengthen cooperation in various fields.

He also acknowledged Russia’s socioeconomic achievements and the resilience of its people under President Putin’s leadership, especially during challenges.

Both leaders noted the progress in their Comprehensive Strategic Partnership, illustrated by active visits and exchanges at high levels and a notable increase in bilateral trade. However, they recognized that the results have not fully achieved their expectations and emphasized the need for closer collaboration.

President Putin praised the successful conclusion of the 25th session of the Vietnam-Russia Intergovernmental Committee on Economic, Trade, and Scientific-Technical Cooperation, urging effective implementation of the agreements reached.

Prime Minister Chinh assured that Vietnam would provide opportunities for Russian investments and sought President Putin’s ongoing support for cooperation across all sectors to achieve mutual benefits.

Both leaders highlighted the significance of energy and oil collaboration, vital to their relationship, and expressed their intention to push forward energy projects that cater to each nation’s development goals while aligning with trends in green growth.

They agreed on prioritizing technology transfer, workforce development, and human resource training for Vietnam.

Further discussions included enhancing cooperation in areas with potential such as science, education, tourism, and transportation. They planned coordinated efforts for events commemorating the 75th anniversary of diplomatic relations in 2025.

Prime Minister Chinh thanked President Putin and the Russian leadership for their support, advocating for favorable conditions for the Vietnamese community in Russia, which serves as a bridge of friendship and cooperation between the nations.

Additionally, the Russian Federation reaffirmed its commitment to providing 1,000 scholarships for Vietnamese students studying in Russia.

Prior to this engagement, Prime Minister Chinh also met with various leaders, including President Nicolas Maduro of Venezuela and Malaysia’s Minister of Economy, Rafizi Ramli.
