The recent decision appointed Minister of Construction, Tran Hong Minh, as the chairperson of the committee. Four deputy chairs have also been named, all of whom are Deputy Ministers: Nguyen Danh Huy (serving as the permanent deputy chair), Nguyen Van Sinh, Bui Xuan Dung, and Pham Minh Ha.
This steering committee consists of 14 members, including directors and leaders from various departments and agencies within the Ministry of Construction, the Director of the Railway Project Management Board, as well as the General Director of Vietnam Railways Corporation.
The primary duties of the committee involve supervising research and executing plans, tasks, and strategies to tackle challenges concerning national railway projects overseen by the Ministry. This aims to ensure adherence to the timelines and maintain the quality of the projects.
Furthermore, the committee will be responsible for providing advice and suggesting effective approaches for project execution while actively monitoring and prompting relevant organizations and individuals to meet the obligations laid out in investment policies and approval agreements. This is vital for achieving timely and quality construction outcomes.
In the initial stage, the committee will concentrate on two significant national railway initiatives: the high-speed railway between the North and South axes and the construction project linking Lao Cai, Hanoi, and Hai Phong.
