The phrase “rapid-fire” perfectly describes the swift changes occurring in Vietnam’s political landscape.
On December 1, during the National Conference focused on reviewing Resolution 18 and assessing the socio-economic conditions from the first 11 months of 2024, the Party Central Committee revealed an extensive reorganization plan.
This landmark proposal outlines the restructuring of key institutions, such as the Party, the Vietnam Fatherland Front, various political-social organizations, the National Assembly, and the Government.
The main objective is to create a more streamlined and effective political framework through strategic reform, consolidations, and reassignments of roles within existing bodies.
The urgency of this plan is evident; it is indeed evolving at a “lightning-fast” pace.
In just a few months of 2024, this comprehensive reform has been proposed and initiated, showcasing an unprecedented speed in policymaking.
Since To Lam was appointed General Secretary on August 3, organizational reform has gained remarkable momentum.
In his address following the 10th Plenary Meeting of the 13th Party Central Committee on September 20, he urged for a refined structure within the Party, stressing the need for greater efficiency and effectiveness.
He highlighted the necessity of streamlining operations across the Party, the National Assembly, the Government, and socio-political organizations to function as a cohesive entity for the country.
On November 5, he published an article named “Lean – Compact – Strong – Efficient,” discussing systemic issues in Vietnam’s political structure. It was here he first called for a “revolution”:
“The strategic opportunities from 40 years of reform present Vietnam with a unique chance for growth. This requires a decisive revolution to develop an effective political system that can tackle the challenges of the new era.”
He reiterated this revolutionary concept in his speech at the close of the 13th Party Central Committee’s Plenum on November 25:
“We need to show determined political will to carry out the reformation of the political system outlined by the Party Central Committee, a critical revolution aimed at enhancing efficiency and effectiveness at every level.”
Unlike former practices where policy development took years, this initiative has advanced rapidly. Within just four months, plans for restructuring have materialized, reflecting the urgent intent behind this initiative.
The second key aspect of this initiative is its thorough implementation. The proposed changes will affect all levels of the political framework—from minor agencies to large ministries and parliamentary committees.
Significantly, the Government is set to dissolve five ministries and two subordinate agencies, while the National Assembly will cut four committees.
Although the precise numbers for job cuts and expected savings are still unknown, substantial cost savings are anticipated.
More importantly, these reforms seek to unleash the potential of Vietnam’s political system by removing procedural barriers and boosting the nation’s development.
This movement is more than just an organizational restructuring; it embodies the foresight and resolve of Vietnam’s leadership.
The unified approach of the 13th Party Central Committee and the Politburo, guided by General Secretary To Lam, reflects strong vision and cohesion.

In this instance, To Lam’s leadership has unified the Party’s senior ranks, allowing for the rapid development of a broad strategy.
