The resolution regarding constitutional amendments indicates that administrative units at the district level across the nation will halt their functions on July 1, 2025, while also outlining various transitional arrangements.
Nguyen Khac Dinh, the Vice Chairman of the National Assembly (NA), referred to this resolution as a significant turning point, heralding a period of comprehensive institutional reform and establishing the constitutional groundwork for a more streamlined and efficient political framework. He emphasized that this change will pave the way for nurturing a robust and thriving Vietnam where its people experience joy and fulfillment.
During the morning session, legislators will cast votes on the Law on Teachers, the updated Employment Law, and amendments to several articles of the Law on Advertising.
Subsequently, the assembly will review a supplementary proposal and a verification report pertaining to updates to the Railway Law.
The morning meeting will focus significantly on the NA’s draft resolution concerning tuition fee waivers for preschool, elementary, secondary, and high school students, as well as those in general education programs throughout the national educational framework. Furthermore, the session will center discussions on a resolution aimed at the universal provision of preschool education for children aged three to five.
The Government’s initiative for preschool education is intended to enact crucial directives from the Politburo and the 13th Party Central Committee related to reforms in social policy and the enhancement of educational quality. Its goal is to create a legal basis to encourage more investments and support for early childhood education, thereby contributing to the realization of children’s rights.
The Government has pledged to ensure financial support for the achievement of universal preschool education for children in the three to five age group. This will involve state budget allocations that will augment the current requirement of 20% of total educational and training expenditures as outlined by the Education Law, alongside private educational funding and other legally sourced financial inputs.
In the afternoon, lawmakers will convene to discuss the draft Law on Participation in United Nations Peacekeeping Operations. Following this, they will break into smaller groups to continue discussions on the revised Railway Law and the investment plan for the construction of the Ho Chi Minh City Ring Road 4 project./.VNA
