The government has introduced an imprest account system designed for Heads of Schools to facilitate manage their institutions effectively, emphasizing that no student should face financial barriers to education.

Governor Alex Otti of Abia State has prohibited any form of payments in public primary and secondary schools, including levies from Parents-Teachers Associations (PTAs).

This policy coincides with the enforcement of a new law, effective from January 1, 2025, mandating that all school-aged children must attend school daily.

Otti shared these details during his New Year address to the residents of Abia on Wednesday.

He stated, ”As the new school term starts later this month, it will be illegal for any child to be outside school during classroom hours.

“No fees will be charged in primary and secondary schools, including PTA contributions from parents or guardians in public institutions in the state.”

The governor highlighted the implementation of an imprest account system for school administration, ensuring effective management by headteachers and principals, and made it clear that students must not be subjected to financial exploitation or denied educational opportunities.



“We will rigorously enforce this policy; it will be a serious error to challenge our resolve”
, Otti cautioned school administrators and teachers.

Additionally, he reaffirmed that retired state employees would receive their pensions monthly before any current officials are paid their salaries.
