Streamlining organizational structures: Key meetings set for February 2025

On December 5, Le Minh Hung, who heads the Central Organization Commission, instructed relevant Party branches and organizations to develop strategies for restructuring and optimizing their frameworks.

In line with General Secretary To Lam’s directions, a Central Committee meeting is set for mid-February 2025, with a special session of the National Assembly planned for the end of February 2025. These gatherings are part of the preparations for the upcoming 14th Party Congress. To meet these schedules, the Steering Committee has called for urgent action to complete various tasks.

The Central Party Committees are responsible for evaluating and streamlining departmental structures, reporting their findings to the Politburo regarding new guidelines on roles, responsibilities, and organizational frameworks by December 31.

Recommendations will be made to the Politburo and Secretariat to disband certain inactive steering committees by the same deadline.

The Central Propaganda Department will spearhead efforts to merge media outlets, such as the Communist Party Online Newspaper with Nhan Dan Newspaper, by December 15.

Advisory and academic organizations like the Central Council for Theory and Criticism of Literature, as well as the Sciences Council, will be integrated into the Ho Chi Minh National Academy of Politics by the end of December.

Additionally, the Central Health Care Board will transfer its responsibilities to the Organization Commission, Ministry of Health, and selected national hospitals by mid-December.

The Party delegation within the Government, along with the Steering Committee for the Summary of Resolution 18, will oversee the following tasks:

By December 31, they will propose the dissolution of the State Capital Management Committee, redistributing its duties to the Ministry of Finance and appropriate industry ministries.

Efforts will be made to streamline structures within ministries and subsidiary agencies, including merging university administrations and national academies.

By January 15, 2025, actions will be taken to conclude the operations of redundant media outlets like VOV Television, with responsibilities shifted to Vietnam Television (VTV).

The Party Delegation of the National Assembly aims to submit recommendations to the Politburo by December 31, including:

The reorganization of committees and offices under the National Assembly’s Standing Committee.

Closing the Legislative Research Institute and redistributing its functions to other relevant entities.

Transferring responsibilities of National Assembly Television to VTV.

This plan includes consolidating associated media and publication units, shutting down non-essential services.

By December 31, the organizational roles and missions of central agencies will be redefined.

The exploration of new structural frameworks for Youth Union organizations under the newly formed Party committees will also be part of these efforts.

The Central Steering Committee has stressed that leaders at all levels must guarantee efficient and uninterrupted operations throughout this reorganization. Regular updates on the progress should be provided to the Steering Committee for assessment.
