Vietnam prioritizes welfare for public sector talent with new policies

New Decree Offers Benefits for Talented Public Sector Workers

The recently issued Decree 179/2024 provides various advantages for skilled individuals employed in public organizations. Benefits include prioritized access to rental housing, affordable home loans backed by their agencies, and preferential treatment in securing social housing.

Starting January 1, 2025, this decree aims to enhance the recruitment and retention of skilled professionals in essential roles within Vietnam’s government and socio-political entities.

According to Nguyen Tuan Ninh, who leads the Civil Servant and Public Employee Department at the Ministry of Home Affairs, the decree lays a solid framework aimed at acknowledging and rewarding talented civil servants and public employees (CBCCVC).

Once officially recognized, these individuals will receive an extra monthly allowance equal to 150% of their current salary.

Additionally, they will be prioritized for leadership positions, senior specialist roles, and key project management opportunities.

Each year, talented employees will be sponsored for at least one professional development program, either domestic or international, with all expenses covered for relevant training, research, or exchange initiatives.

Moreover, they will have the opportunity to propose participation in international conferences and workshops, as well as lead state-funded scientific research projects.

One notable benefit is a seven-day domestic vacation for these recognized individuals and their families. Additional allowances are available for experts, managers, and top scientists to include up to five family members in this vacation.

“These initiatives aim to enhance both professional support and the overall well-being of talented individuals and their families,” stated Nguyen Tuan Ninh.

The decree emphasizes housing benefits, allowing talented individuals to benefit from subsidized housing options and low-interest loans from the Vietnam Bank for Social Policies.

They will also have first priority when it comes to buying social housing as per national housing laws.

For those making substantial contributions, agencies will offer official housing to ensure their stability and motivation.

Furthermore, the decree sets up the National Talent Development Fund, an independent financial institution overseen by the Ministry of Home Affairs, to promote talent nurturing and development.

This fund will finance scholarships, research, and other initiatives aimed at developing talents.

Exceptional performers will benefit from expedited salary increases, bonuses as per their employment contracts, and various other incentives based on their impact and contributions.

The new decree consists of 23 articles, replacing Decree 140/2017 regarding outstanding graduates and young scientists and nullifying certain aspects of Decree 138/2020 related to civil servant recruitment and management.
