A key initiative in the evolution of e-government and digital governance, focusing on citizens as the main priority, is the implementation of fully online public services.
The Politburo’s Resolution 57, dated December 22, 2024, aims for Vietnam to be among the top three ASEAN nations and within the top 50 worldwide in terms of digital competitiveness and e-Government by 2030. This includes a target for over 80 percent of the population and businesses to engage with online public services.
As reported by the Ministry of Science and Technology (MOST), the permanent body of the Government’s Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06, the percentage of complete online public services in relation to the total administrative procedures in the country reached 50.4 percent in April 2025, marking a 1.25 percent increase from March 2025. The average for ministries was 43.09 percent, while local administrations recorded an average of 50.6 percent.
By the conclusion of April 2025, end-to-end online services that generated electronic dossiers represented 50.65 percent of all administrative dossiers. Ministries reached an average of 44.72 percent, whereas local entities achieved 50.77 percent.
Conversely, the share of complete online dossiers compared to all resolved administrative dossiers stood at 39.46 percent in April 2025, marking a 1 percent rise from the previous month. Notably, ministries reached 51.82 percent, contrasting with 14.58 percent for local authorities.
Data from the National Public Service Portal at dichvucong.gov.vn indicated that in April 2025, the portal registered over 9.5 million records with synchronized statuses, more than 1.6 million records generated online through the portal, and over 1.1 million successful online payment transactions totaling over VND1,012 billion.
Since its inception, the National Public Service Portal has facilitated 3,525 online public services, processed over 506 million synchronized dossiers, handled 75.2 million online dossiers sourced from the portal, completed more than 30.3 million successful online payment transactions worth over VND24,052 billion, and managed over 630,000 hotline inquiries.
Additionally, in April 2025, the Ministry of Public Security (MPS) evaluated 495 administrative procedures across various ministries, integrating 324 procedures involving dossier components into VNeID accounts for the recommended reduction.
