Shocking footage of infants suffering abuse has prompted an inquiry into mistreatment and possible financial irregularities at the shelter.
Authorities, including the Department of Labor, District Police, and the People’s Procuracy, visited the Hoa Hong Shelter following reports of abuse. Disturbing videos depicting caregiver Tuyen mistreating infants sparked concern among the public and donors.
Witnesses like Ms. Thuy were deeply affected by the images and expressed outrage at the mistreatment of the children.
Concerned citizens, such as Ms. Q. Chi, who regularly supported the shelter, were shocked by the abuse revelations.
Testimonies and official reports detailed Tuyen’s abusive actions towards the infants, including physical violence like flipping them forcefully, hitting them, and sitting on them. Some children were severely injured and bleeding.
Neighbors like Mr. Trieu Phong were astonished by the abuse, as the caregivers had appeared caring and gentle. The shelter, managed by Mrs. Giap Thi Song Huong, caters to marginalized groups like abandoned babies and pregnant women.
Mrs. Huong claimed unawareness of the abuse, attributing it to impulsive behavior by the caregivers.
Authorities have found 86 children at the shelter and have transferred them to ensure their safety at the Tam Binh Child Protection Center. Investigations have also uncovered suspicions of financial misconduct, leading to the detention of Mrs. Huong and others.
The shelter, permitted to accommodate 39 children, exceeded capacity with 85 children in care during the investigation. Efforts are underway to identify parents and determine future care arrangements for the children.
All 85 children have been relocated for their safety and care. Ongoing investigations will address legal guardianship and further actions for the children.
The authorities are committed to seeking justice and preventing such tragedies as the investigation progresses amid mounting evidence of abuse and financial impropriety.
