The Ministry of Home Affairs is suggesting that the MobiFone Telecommunications Corporation and driver’s license handling should be moved to the Ministry of Public Security. This change aims to make government operations more efficient.
In a report to the Government’s Steering Committee concerning Resolution 18, the Ministry of Home Affairs described plans to redistribute certain state responsibilities among various ministries.
A major proposal is to shift MobiFone’s oversight from the Commission for the Management of State Capital at Enterprises (CMSC) to the Ministry of Public Security, with MobiFone’s Party organization becoming part of the Central Public Security Party Committee.
This transition is part of the government’s wider initiative to reorganize and enhance administrative functions, which includes dissolving the CMSC and redistributing ownership and responsibilities of 19 state-owned companies to suitable ministries.
Additionally, the proposal includes transferring three essential management roles to the Ministry of Public Security:
Drug rehabilitation management: This includes overseeing drug treatment programs, post-rehabilitation follow-up, and efforts to combat social issues, currently overseen by the Ministry of Labor, Invalids, and Social Affairs.
Judicial record management: This pertains to managing judicial records and issuing related certificates, which is currently handled by the Ministry of Justice.
Driver’s license examination and issuance: These responsibilities are presently managed by the Ministry of Transport.
The Ministry of Home Affairs has indicated that these changes will not complicate the structure of the Ministry of Public Security.
The Ministry of Public Security has additionally put forth the following responsibilities:
Maintaining security and order in border regions and checkpoints.
Managing state-related immigration tasks.
Ensuring information and cybersecurity.
Providing aviation security.
The Ministry of Home Affairs is looking for input from the Government’s Steering Committee on these recommendations to finalize the reassignment of duties across the ministries.
