In Bac Ninh, the international bidding process for a new urban and service area project in Khac Niem, Van Duong, and Dai Phuc wards is set to be organized by the Ba Ninh civil and urban development project management board.
The project has a budget of VND13.598 trillion, covers an area of 143.8 hectares, and is anticipated to house approximately 11,440 residents. The project will take 50 years to complete, with a six-year timeline starting from the selection of the investor. It will incorporate a variety of housing options including low-rise rowhouses, villas, apartments, social housing, as well as transport infrastructure, landscaping, parking facilities, and lighting systems.
Another initiative in Bac Ninh is the new urban area planned for Dinh Bang ward in Tu Son city, which was scheduled for bidding in May.
This area will span 54 hectares and is expected to support 13,764 residents, with an investment surpassing VND16.800 trillion.
The plan includes the construction of housing and both technical and social infrastructure aimed at creating a modern living environment that caters to various community needs and utilities.
The project will unfold over 6.5 years starting from the investor selection, with the first year designated for investment preparations like planning and feasibility studies. The next 5.5 years will be focused on investment and construction once the land has been transferred.
In Thai Nguyen, the local finance department has introduced the Thanh Cong urban area (zone 4) project, which involves an investment of over VND1.249 trillion.
This project received investment approval in April 2025, and the Pho Yen City Construction Investment Project Management Board has been tasked with managing the bidding process.
The bidding is anticipated for the second quarter of 2025, utilizing a single-stage, single-dossier approach. The project will cover an area of 377,072 sq m in Thanh Cong commune, Pho Yen city.
In Hoa Binh, the finance department announced the Lam Son ecological urban area project in Luong Son town and surrounding communes. The development spans over 273 hectares and involves an investment of more than VND4.118 trillion, with bidding expected in the fourth quarter of 2025 and project completion aimed for the end of 2032, lasting a total of 50 years.
This initiative emphasizes architectural design, as well as technical and social infrastructure to promote effective land use.
Another project in the region is the ecological urban area No 2 located in Hop Thanh commune, Hoa Binh city, which covers 129 hectares with an investment surpassing VND2.900 trillion. Bidding is scheduled for the second quarter of 2025, with a 10-year development timeline and a total term of 50 years.
Potential buyers or land rights holders will benefit from consistent, long-term land use.
Between the second quarter of 2025 and the second quarter of 2026, the project aims to finalize investment approvals and select an investor. From Q3 2026 to Q2 2037, efforts will focus on fulfilling construction protocols, enhancing technical infrastructure, conducting inspections, and project handover.
The investment phases include:
Phase 1 (2027-2033): Construct and operate housing cluster 1 along with its infrastructure.
Phase 2 (2029-2034): Develop housing cluster 2 and its related infrastructure.
Phase 3 (2031-2037): Complete development of housing cluster 3, the main arterial road, and all community amenities, including cultural centers, sports facilities, healthcare, educational institutions, and more.
In Ha Nam, the provincial people’s committee has launched the new urban area project (DT-DT11.21) according to the 1/2000 zoning plan in the southwest vicinity of YenLenh bridge.
This project involves an investment of over VND2.209 trillion and encompasses 48.5 hectares across Chuyen Ngoai and Moc Nam communes, and Chau Giang ward in Duy Tien town. It is expected to be completed by 2029 and includes 282 townhouses facing the street, technical infrastructure, commercial services, and public facilities.
In Hung Yen, the A-subdivision project located north of National Highway 5 in Pho Noi urban area is now open for international bids, overseen by the Hung Yen Construction Department.
It has a projected budget of VND34.978 trillion, divided into VND33.800 trillion for project implementation and VND1.177 trillion for compensation and land clearance. This area encompasses 262.14 hectares and is designed for 45,000 residents, including 3,811 commercial townhouses, 398 villas, 11,807 apartments, and 8,666 social housing units.
In Hai Duong, the provincial people’s committee has approved the Lien Hong urban area and golf course development in Lien Hong commune, Hai Duong city. This project will cover 126 hectares and has an investment of over VND11.035 trillion, with international bidding scheduled for the second quarter of this year.
Investors interested in the project must demonstrate at least VND1.655 trillion in equity, equivalent to 15 percent of the total investment, with the remainder sourced through loans or other mobilized funds.
